SAILING INSTRUCTIONS
MODIFIED FOR HCYC USE
Effective February 10, 2007

1 RULES
The race, regatta, or series will be governed by the rules as defined in the current Racing Rules of Sailing, the prescriptions of the US Sailing Association (USSA), the Notice of Race, Regatta, or Series (except as any of these are modified by the sailing instructions), the current version of the Canyon Lake Sailing Instructions Modified for HCYC Use, and if sailing in a one-design fleet, the applicable class rules.
2 ENTRIES
Competitors may enter by delivering a completed entry form and paying the appropriate entry fee as detailed in the Notice of Race for each race, regatta, or series.
3 NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official Display of the HCYC facility.
4 SIGNALS MADE ASHORE
Signals made ashore will be displayed on the HCYC deck. The AP with two sound signals (one when lowered) means the race is postponed. The warning signal will be made no less than thirty (30) minutes after the AP is lowered. The hosting Yacht Club (HCYC or LCYC) will attempt to notify the other club by telephone of any signals made ashore. The telephone numbers to be called are:

5 SCHEDULE
Races will be sailed as described in the Notice of Race for the race, regatta, or series.
6 CLASS FLAGS
Class flags will be as follows:

7 RACING AREAS
The racing area will be in the area between Comal Park and Canyon Park.
8 COURSES AND MARKS
The courses will be designated on a white board on the back of the Race Committee boat. The top section contains the compass heading to the first mark. The lower sections indicate the fleets and the assigned courses. Please see Appendix A for course diagrams.

Marks will be orange or yellow shapes. The color of the marks for events with multiple racecourses will be announced at the Skipper’s Meeting and posted on the Office Display of the HCYC facility. A buoy (barging ball) attached to the Race Committee boat shall be considered part of the mark.

9 STARTING AND FINISHING LINES & STARTING SYSTEM
Starts for all races will be in accordance with Rule 26. The starting line will be between the orange flag on the port side of the Race Committee boat and the race mark or starting pin to the port side of the Race Committee boat.

The starting line is restricted by 100 feet in ALL DIRECTIONS for any boat not racing, while any other fleet is in their preparatory phase. A boat shall start no later than fifteen (15) minutes after her starting signal. Boats that do not meet the time limit will be scored DID NOT START (DNS).

10 CHECKING IN
Before her warning signal of her first race each day, each boat shall sail on starboard tack past the stern of the Race Committee boat and hail her sail number and fleet until acknowledged by the Race Committee. A boat failing to do so will be scored DNS. The Race Committee will not acknowledge a boat until “On Station”. To signal that it is “On Station”, the Race Committee boat will raise the orange flag.
11 SAIL NUMBERS
All boats shall carry a visible sail number. A boat with conflicting sail numbers on her mainsail and other sails shall report the conflict to the Race Committee prior to the start of any day’s first race. A Race Committee may protest a boat with no visible, improper, or illegible sail numbers.
12 CHANGE THE POSITION OF THE NEXT MARK
To change the position of the next mark, the Race Committee will move the original mark (or finish line) to a new position. The change will be signaled before the lead boat has begun the leg, although the mark may not yet be in the new position, and the old mark may not have been removed. Any mark to be rounded after rounding the moved mark may be relocated without further signaling to maintain the course configuration.
13 TIME LIMIT
If the first boat does not reach the first mark in one (1) hour, the race shall be abandoned. If the first boat in each fleet/class does not finish within two (2) hours, the race shall be abandoned for that class. Boats finishing more than one (1) hour after the first boat has finished in each class, will be scored DID NOT FINISH (DNF). This changes Rule 35 and Rule A4.1.
14 PROTESTS
14.1
Protest forms are available at the clubhouse. Protests shall be delivered there within the protest time limit. The protest time limit is one (1) hour after the sound signal is given at the time the Race Committee boat returns to the dock. This changes Rule 61.3 and Rule 62.2.

14.2 The times of protest hearings and the boats involved will be posted on the Official Display of the HCYC facility. If protests are made under one-design rules, a copy of those rules must be submitted to the Protest Committee before the protest is heard.

15 SCORING
The Low Point System of Appendix “A” of the Racing Rules of Sailing will apply. For Regattas, all completed races will be scored without a discard. Series scoring will be detailed in the official Notice of Race for that series. For Regattas with an even number of races sailed, ties will be broken using the cumulative sum of the tied boats corrected times for all the races sailed. The boat with the lowest sum will be declared the winner. This procedure supersedes the Appendix “A” tie break method for all Regattas with an even number of races sailed.
16 CLASSES
The Notice of Race, Regatta, or Series will indicate anticipated classes. For the purpose of these instructions, a racing class is defined as a group of at least three (3) boats of one-design and type or a grouping of at least three (3) boats within a range of PHRF handicaps. If applicable, special arrangements may be made for level fleet racing provided the Fleet Captain for that fleet contacts the Principal Race Officer of HCYC for approval before the deadline for registration and submits a list of specific fleet racing rules.
17 PHRF EQUIPMENT
Any boat racing under the PHRF Handicap system must comply with PHRF requirements. If a boat desires to compete in the PHRF classes, she must either have the necessary equipment or make declaration of deviations from the required equipment. Equipment deviations from PHRF requirements may result in a change to the PHRF Handicap rating assigned to that boat. Failure to declare a deviation from PHRF requirements shall, when discovered, result in being scored DISQUALIFIED, NOT DISCARDABLE (DND) for the race, with the race counting toward the standings of the race, regatta, or series in accordance with Fundamental Rule 2 - Fair Sailing.
 

 

APPENDIX A

COURSE DIAGRAMS

The diagrams below show the approximate courses, including the approximate angle between legs, the order of rounding marks, and the side on which each mark shall be passed. The “F” or the “I” courses may be extended by adding a number following the course to indicate the number of laps to be sailed (see “I-2” as an example).
